Classe che definisce ed individua puntualmente la notizia del cambiamento. Puo' coincidere, come nel caso della fonte SISTAT, con uno specifico provvedimento normativo di cui vengono forniti gli estremi completi; puo' tuttavia riferirsi anche, soprattutto per cambiamenti risalenti a periodi storici remoti, a informazioni semplicemente attestate dalle fonti accreditate, con cui finisce cosi' per coincidere. Il modello e' orientato ad accogliere questi diversi livelli di attestazione, definendone esplicitamente la natura.
