Circoscrizione giudiziaria delimitata dai confini territoriali dell'omonimo ente territoriale autonomo di base. Il comune è il ritaglio territoriale di riferimento per l'amministrazione della giustizia sul territorio relativamente alle controversie minori, ed il r.d. 6 dicembre 1865, n. 2626, istituisce a tale scopo la figura del giudice conciliatore. In «ogni comune vi ha un Conciliatore», ma nei casi in cui un solo conciliatore fosse insufficiente per vastità di popolazione o altre cause, poteva esserne previsto un numero maggiore. Gli uffici di conciliazione verranno soppressi nel 1991 e sostituiti dalla figura del giudice di pace, la cui competenza territoriale risulterà tuttavia attribuita ad una circoscrizione giudiziaria più estesa, il mandamento.
